rest of the banks of north carolina. j. gray has more from north carolina. >> thick clouds are flowing along the outer banks, a clear sign that earl is on the way. on the beach, some are digging in the last minute fund before the storm moves in. many have started giving out. >> we have a house down there for a week, and unfortunately, we have to leave it. we have no choice. >> evacuation orders are in effect in several counties along the coast. the red cross has already opened a dozen shelters, at two dozen more on high alert. >> earl is a dangerous storm and not to be taken for granted. >> this shows just how massive the system is. a major hurricane hundreds of miles off the coast.

>> it can be dangerous, because this hurricane -- mother nature has a fickle way of doing things. >> forecasters believed it could be close enough to deliver tropical storm or even hurricane-force winds. dangerous conditions that will likely start to develop in the outer banks this evening for several days along the east coast. >> the national guard has been mobilized, and the governor of north carolina, along with the governors of virginia and maryland, all the clothing states of emergency -- all declaring the state of emergency. >> all right, so let's take a look at the situation as it stands now. the first of the rain bands way out ahead of the storm along the

north carolina coast. this is the satellite image of the storm right now. earl is not the only storm out there. we have hurricane earl, tropical storm fiona, and tropical storm gaston further east yet. winds at 140 miles per hour. i'm going to put this on emotion and jury what happens. by friday at 1:00 a.m., it will be a category 3 storm, earl, just raising here. by 10:00 i in the morning, the storm will be well off ocean city, and to be hitting the beach areas. bermuda is under threat by saturday morning of being hit by fiona with tropical storm-force winds. all this activity moves well offshore.

tropical storm warnings in effect for the delmarva beach area, that is for tonight and tomorrow. we will become more with the weather -- detailed war with the weather. -- detail more with the weather. >> lowell melser is a ocean city in anticipation of what is expected to be a blow from the storm. >> it is a downright beautiful evening here in ocean city, a relatively calm winds from a sea breeze of the midlantic. but that could soon change with the the next 48 hours, as hurricane earl is expected to affect this area, probably more with a 40-to-50-mile-per-hour winds and rain. officials tell us that while they are taking precautions, they're not going overboard. o'malley, 48 hours before --

normally, 48 hours before the estimates, there would be securing rights, but there are no plans to shut them down and secure them. we're also told the folks should not evacuate. stay put. that is another good sign that it should not be too bad for folks in ocean city. for folks who are putting down here for the labor day holiday, don't change your plans. >> it should be out of here by late friday afternoon. i will encourage everybody to monitor the storm, watch local tv and radio stations, and make a decision. i don't think there will be any problems traveling. >> the mayor says the probably the biggest concern they have right now heading into thursday will be folks swimming in the ocean, because there will be keeping a close eye on what is going on out there and will have to keep swimmers out of the water for a certain period of time. that is looking like more and more that will definitely be a

they shot the suspect. the suspect is deceased. >> police say an explosive device did go off on his body after he was shot. the hostages escaped safely. officials at the discovery channel say he was not unknown to them. he reported the picketed the building once before, saying that the channel's programming encourage overpopulation, but officials say they never thought this complaints would turn violent. a federal grand jury has indicted a maryland lawmaker. state senator ulysses currie faces 18 counts, including charges of bribery and conspiracy and extortion. prosecutors say he used his office to benefit the grocery store food chain shoppers food warehouse. the indictment alleges that two company executives paid $245,000 over six years to secure advantages, including pursuit of $2 million of public funding to open a store at mondawmin mall.

interesting in the next 24 hours. earl is beginning to approach the carolina coast. 140-mile-hour winds. heavier rains -- you can just see the ledger the -- edge of the eye. the front is going to keep the core of the storm offshore. we are going to get the outer edges, as the storm passes through. let's look a what is going on outside right now. hazy sunshine, kind of bad air, pollution and what not. annapolis, 84. ocean city, beautiful, 83 degrees with sunshine. frederick is all the way into the mid-90's. satellite pictures showing the storm with cloud bands towards the delmarva.

here is the high pressure. the storm is one of bumping into it, along with this front approaching from the west. the combination is going to try to keep the storm just off shore. this thing might probably come barreling in through the chesapeake bay. it does not look like it will be the case. mostly sunny today, cops, 89 to 94. humidity it -- hot, 89 to 94. humidity is up, too. southwest winds at about 10 miles per hour, but they will change to 9. 65 to 77. the further east you go, towards the beaches, it will get cloudier. the wind will start picking up to the northeast. partly cloudy tomorrow. a front is coming in. we will see an isolated showers thundershower, otherwise, partly cloudy skies.
